If you want to create an invoice proposal, you must go to the Jobs module and select the desired job. In the job view on the right-hand side, you will see the item Invoicing. If you click on it, the sub-item Outgoing invoice will appear. Although it does not yet say Invoice proposal, it is hidden there.
